According to Hartono, Jakarta Provincial Government has not paid the electricity bills because the 2015 City Budget (APBD) is yet ratified by the City Council (DPRD).

The city secretary has sent letter to ask for delay (electricity bills payment), but it is not responded,” he told.
Hartono stated that he will do the same to PLN. This is because there are many PLN’s power houses stood on city government’s land, as arranged in Governor Decree (SK) No. 41 about Land and Asset Utilization.
“On the lands where PLN’s power houses stood on, I will collect the retribution on land use and management permits (SIPPT) belong to developers. All this time, power house is free of charge, while a single provider pole pays retribution,” he said.
The offices which electricity power threatened to be cut off include mayor office, sub-district office, urban village office, community health center (puskesmas), and water pump house. On the warning letter sent by PLN to North Jakarta Mayor office, it is mentioned that the power will be cut on upcoming December 20.
